What GSP+ is
GSP+ is the European Union's Generalised Scheme of Preferences Plus, a special incentive arrangement that grants duty-free or reduced-tariff access to the EU market for vulnerable developing economies. In exchange for that access, beneficiary countries commit to ratifying and effectively implementing 27 international conventions covering human rights, labour standards, environmental protection and good governance.
Pakistan has been a GSP+ beneficiary since 2014, and the status has become one of the most important structural advantages for its textile sector. For products landing in the EU, the preferential tariff is a recurring cost saving built directly into the delivered price.
Which products qualify
The majority of Pakistan's textile and apparel export lines fall within GSP+ coverage, which is why the scheme matters so much to this sector specifically. Qualifying categories include:
- Woven and knit apparel: including denim, knitwear, uniforms and workwear.
- Home textiles and made-ups: bed linen, duvet covers, towels and bath textiles.
- Cotton-based fabrics and yarns used in downstream manufacturing.
The cost advantage
The impact is measurable: preferential access has helped lift Pakistani textile shipments to the EU by around 108% since GSP+ was granted in 2014. For a buyer landing product in the EU, removing or reducing the import duty can be the difference between a marginal and a clearly competitive landed cost, without any compromise on quality or compliance.
Because the benefit is realised at import into the EU, it applies to the buyer's delivered price rather than the factory-gate price. That makes GSP+ a genuine commercial lever for EU-based brands, retailers and hotel groups sourcing from Pakistan.
What buyers should check
GSP+ benefits depend on correct documentation and rules of origin. Before relying on preferential access, buyers should confirm a few essentials:
- Proof of origin: that the supplier can provide valid origin documentation under the EU's registered exporter (REX) system.
- HS code eligibility: that the specific product's tariff code is covered by the scheme.
- Rules of origin: that the product meets the origin criteria, particularly where inputs are imported.
- Compliance standing: that the supplier upholds the labour, environmental and certification standards the scheme is built around.
Beyond the EU
GSP+ is EU-specific, but it is not the only preferential pathway. The UK operates its own Developing Countries Trading Scheme (DCTS) with comparable benefits for many Pakistani textile lines. Buyers in other markets should check whether equivalent preferential arrangements apply, as an accountable sourcing partner can confirm eligibility and handle the documentation end-to-end.
